It's nothing structural. If the foam is dry, just fill and smooth it with some good epoxy. When it hardens, sand it smooth and paint white.
If the foam is wet, it will start causing any wood to rot. You can either ignore it until you have to fix it or cut it open now to investigate.

PB = penut butter. Slang for thickened resin. You use cabosil to thicken the resin to the consistency of penut butter to fill small voids and attach wood to hull.

I there's no way to fit into the motor compartment to do it, you'll have to pull the motor. Heat the 5200 up with a heat gun to help remove it, really hot. Then bolt it with silicone under the brace and inside washers.
I've seen platforms installed with like 30 washers stacked on each bolt...
Big upside down areas are some of the worst. Here are some tips.
1. I was taught that the cloth doesn't bons great by itself, and it should have csm underneath. Preferably 2 layers of mat to 1 cloth.

Fiberglass is fixed by grinding out the damage and layering new glass over it, then bodyworking and paint. You won't know just how far the damage extends until you start. You'll also need to take the interior apart and check it out from the inside. Do that first.
I would guess the cold is the cause of this. Unfortunately, I would say all of it is no good anymore. Mix all of the gel together, catalyze it, and dispose when hard and cooled down. It can generate quite a bit of heat when a lot is mixed, so wait for it to cool first.
I saw something similar in another thread, a little board running along the keel like that. He was told that is structural. I would replace it like it was, but fill in those depressions on either side so they don't hold water.
Scuff with 80 for chips down to the glass, 320 for minor stuff in the gel, clean with wax remover and it's ready. For bigger chips you'll need to add a thickener to make a paste. Use a bondo spreader to work it in, and a razor blade can help smooth it out.
