    For the pop rivets, just get a tiny pin punch or a tapered punch and knock the mandrels back before you drill the heads. Than once the heads are drilled off, you can punch or drill the body out.

    Lots of work for no gain. Also, dielectric grease is an insulator, not a conductor. It's meant to seal water out, and keep stuff like spark plug boots from bonding to the ceramic.

    Under the floor are supports running length wise along the boat. Those are called stringers. The spaces in between will be filled with floatation foam. Is this an aluminum or fiberglass boat?

    FYI, I don't know about the whole country, but self etch primer has been phased out for direct to metal primer. It doesn't have acid in it, but still bonds to metal. No need for sealer after unless you sand through or want a smoother finish.
