If you can get a good used truck cam and roller lifters for a reasonable price Do so. Roller cam and lifters are not cheap that’s why the rebuilder used flat tappet . anything with mercruiser label will be 2 x what it should cost. Not sure if comp cams can recommend a marine stock replacement...
there was no knock sensor on TB4 and I don't think any of the aftermarket marine systems use knock sensors.
check your total advance if that is correct don't worry about the base timing for the moment as your issue of low power will be else where.

to eliminate the alarm while working through just disconnect the temp switch and oil pressure switch. They don't have anything to do with timing or base mode

Are you having an issue with it and is it the factory set up ? Although it sounds a little longer and higher. My set up is about 4 ft horizontal and maybe 18" vertical maybe 24" if you count to bottom of tank.

yes if it is coming from the rear of engine may want to pull the drive and do the same .
The v belt pulleys can get rust on them as well. Look at those while you are inspecting the circ pump
