    Stabil is to keep old gas sort of new while setting over the winter, it won't make bad gas good Try it, if motor runs ok then your good, if it doesn't then it all has to come out and need to empty filter and carb again

    Your serial number shows a mechanical fuel pump, so if it's not pumping then need to get another one
