    did it hit the speeds listed on the performance Bulletin? I just looked and that one you posted showed a F90TLR. And it would run 41.2 MPH at 5900 RPM. is that what the 13 pitch does?

    it is the hole on the backside of the pump into #3 crankcase that furnishes the pulse to the pump diaphragm

    usually just remove the pump from the block and pump the bulb to see if any fuel come out the pulse port not along the edges. with the bolts removed you might see leaks between the parts

    I thought that the drain hose from the bottom of the oil tank hooked up to the top of the tank when you were not draining the contaminants out of the bottom of the oil tank on the motor. but that may not be true on what ever OX 66 motor you are talking about

    any free water in the filter is too much, means you have a lot more in the tank. drain completely and clean the tank of all water and other debris.

    70HP YAMAHA 1990 only runs on 1/3 cylinders!

    not enough fuel due to plugged/restricted passages or a vacuum leak. something is not letting getting the proper fuel to air ratio into the 1 & 3 cylinders. heated sonic cleaning machine helps when the carbs are taken completely apart and soaked/ cleaned properly.

    I have done small heads myself at home before, but something the size you are dealing with may be best to take it to a shop to have it resurfaced.
