    could be the off idle ports are restricted. small holes that add extra fuel as the throttle plates start opening. or you just need to open up the idle screws a little to give it a little more fuel to help transition

    whining noise in throttle

    sounds like the motor is overheating or oil pressure is out of spec. the noise and the limiting of RPM is to let yoou know the motor has a problem, and you need to look at your gauges to see what they tell you. and shut down when safe to do so.

    only if the head gasket is leaking. when you test one or both of those cylinders with air pressure on it can you hear air coming out of the other cylinders spark plug hole? or coming out of around the head anywhere? how about coming out of the intake or exhaust? I thought Leak down tests...

    a motor can rev up with no load fine, but it needs more fuel to run properly under load. I would still be working on you fuel problem
