    do you any idea what motor you are talking about? We sure don't. Make and model info helps a lot. but with that said yes you can test the peak voltage inputs to and out puts of the CDI, and compare them to the specs in your service manual for that motor. it has procedures and specs

    I am sure the bolt hole pattern for mounting outboard motor to a boat have been standardized, so you would not have to drill ne holes to mound a different motor

    carbs are open to the air and let the fuel evaporate leaving residue behind, Fuel injection is a sealed-up system so the fuel does not evaporate from the rail, and I am fairly sure even the VSTs should not allow fuel to disappear due to evaporation while just sitting.

    buying an old motor that you cannot run with load to make sure it will run properly and not overheat or something else is always a gamble. if you are handy and you get it at a good price you can spend time and money to get it running well most of the time

    did you check for spark? take it to a real marine tech. I hope you took the carbs completely apart before soaking them

    ( if these are plug together connectors) I would unplug it and inspect the connectors to see if corrosion is a problem, clean , and lube them up. disconnecting and plugging back together may help clean them also
