    well if 18 goes to the TT then follow that back to see if the place it comes from is plugged up. it does not look like it has anything to do with the oil and fuel cooler

    can you tell which hose on that parts diagram goes to the tell tail? I know nothing about this motor, but If I had to guess , I would think that the fitting # 6 at the bottom of the diagram is where the water comes out of the block flowing to the fuel and oil cooler

    with an overheat, I would pull it apart to inspect the cylinder walls and pistons. but a locked up lower unit could also stop a motor from turning, drop the lower unit to rule that out

    I would be looking at the throttle plates and linkage to see if they are not closing back to idle position, and look to see if the timing linkage and plate it loose or stuck a WOT timing

    I would think that a stuck open PRV would dump too much water at low RPMs but not at higher RPM, if the water pump is working properly

    trace the wires back to the lighting coil or rectifier regulator to see if it runs off of the DC side of RR or the AC side. I would think that your battery charging would be having a problem if the RR only puts out 7 V better yet see what your service manual says the specs are for that...

    Is that peak voltage, DC, or AC? what are you using to measure the voltage and where are you placing the meter leads? was the heater unit connected while testing?

    lack of fuel will not prevent the starter from turning the motor over you said the motor runs fine until you shut it down and let it cool off. pump the bulb before trying to start it up again. and how can you pump the bulb if the bulb is flat/

    so apparently you have not tried pumping the primer bulb before restarting to see if that helps. try it and get back to us. also if the bulb is being sucked flat, you have a restriction

    maybe you are thinking oil level low not oil pump low.. sounds like the lift pump is not keeping the VST full at low RPM. restriction or sucking air that pump may not run all of the time at low RPM

    there should be no fuel in the lower unit, so why should it be leaking from it
