    Great save on the water pocket bolts. After having ruining a case many years ago I have had some success afterward by first breaking the cover apart then with a lot of heat and patience working the bolts out. I never thought it would be possible to drill out the broken bolts. Good job!!

    If what SD suggests and the problem persists then it is possible that the brushes in the motor are stuck or the springs that tension the brushes are corroded away. They can be matched up at a hardware store. And from the condition of the motor housing the cause may be internal.

    Another place to look is the pocket that the slider travels in for reverse in the upper gear housing. Crud will build up in there and restrict the slider.

    Try running the boat with the engine cover open the same exact way to see if it continues running. Or with the bilge blower on. It could be that the heat from the non jacked exhaust manifolds are building enough heat in the enhine cover to cause vapor lock or boiling the gas in the carburetor.
