    Reed valves work at all RPM !!!!---Reeds do NOT stick closed.------That motor does not look like an 89 model to me.-----So post the model # here.-----It looks like a 49 cube model .----Compression is a lot higher on those.

    The 93 model 3 cylinder is 56 cubic inches.----And prop rated power.----1900 LBS seems HEAVY to me.

    Is your boat water logged ??----And is the motor in good condition ?-----Post the actual compression values here.-----A 17" pitch prop should do the trick.----But I think 1900 LBS is an issue here.

    On a 72 model it might be a good idea the inspect the starter brushes any way.----But a screwdriver and hammer will take that nut off.

    Test mark the prop.-----Need to determine if prop is slipping or wrap spring and forward hub are slipping !

    Yes this can be confusing.-----A boat with a 15" transom requires a motor deemed to be a " short shaft "------And a 20" transom is for a " long shaft motor.------It has really nothing to do with the actual length of the round shaft called the DRIVESHAFT !!!

    You are sure that it is not the wrap spring that is slipping ???-----The 28 HP ( 62 to 64 ) used the same props as the 40 HP.----But prop selection depends on the boat and for yours the 11" pitch is what I would start with.--Your location ?

    On outboards the throttle plate has calibrated openings.-----This lets the correct amount of air ( and fuel ) through.-----That way they can idle all day long with proper lubrication.----Timing is what controls idle RPM.
