    I think $600 is probably fair. In my state they base it on the bill of sale, and if it's less than what they expect, you have to fill out an affidavit for low selling price, and both buyer and seller have to sign. We valued my 1987 boat at $540 and they didn't bat an eye.

    Is there a good gelcoat compatible with Epoxy filler?

    I'm a newbie, but I think you'll need a polyester based fairing compound if you want to use Gelcoat over the top of it, and won't be able to use the epoxy-based fairing compound. I think you could use the epoxy-based fairing compound if you were going to use paint over it instead of gelcoat.

    Yes, I have been laying the 1708 mat-side-up on plastic sheeting, wetting it out, then transferring to the area on the boat where it will go. For CSM I just wet it out in place.
