    Rings do not stick in a outboard unless submerged, especially a single cylinder on a multi cylinder motor. Pull the transfer cover and inspect piston. Also mount the starter correctly/

    1) Find and reinstall tiller arm 2) Check compression and ignition for spark 3) If OK ...clean and drain fuel system and rebuild carbs 3) If VRO/OMS is still in service drain and flush oil tank and lines, then verify its working 4) Install a new impeller

    Unless you block off the intake under the cavation plate, it wont pick up on a hose. Will work fine in a bucket...

    Does this indicate water in lower unit oil?

    If standard Auto 80/90w was installed it will turn "baby poop yellow" due to foaming.
