Don't know how you get 17V from a 12V battery, my guess without more testing is there is a bad ground
Unless the trim limit switch is closed the up will not work. The drawing shows that the trailer up function bypasses the trim UP limit switch

Either corrosion (most likely) and bad connection, or blew one of the 2 fuses (110 amp and 20 amp)
Use a voltmeter to see where power is and is not. If power is found, push the trim button and if it goes away then there is corrosion
Could very well cause issues. The motor is not timed with a light, its positioned as shown below. The distributor cap can also cause issues. The cap can look great but be bad. Most with this kind of cap keep a spare on board because they can go out without warning
Your serial number shows an electric fuel pump but my manual list electric fuel pumps came in as of 1993 and serial number 0F

Yes, provided the seal on the muffs is good. Having a flush valve which is spring loaded requires more pressure to over come
The flush port has a check valve to keep water from going back to the drive. The one below is a Perko. If I installed one I would use 2 ball valves

Manual 37 list closed cooling to be done the way it is now. Manual does use the terms cold and warm risers to understand if its raw water or antifreeze cooled.

Took the 105 apart today, and so much easier. The pivot and tilt was free and moved easy. All but 2 bolts came out easy, and every those 2 didn't take much longer

Can make up your own test kit. Need a at least a 4000 psi gauge, Tee fitting and couple valves. The most costly part would be the valves
Merc stuff sells the kit for $380 where others are selling for $800 or so.
