    I think there is a mix up of issues, correct me if in error Volvo Penta uses a diode to power the fuel pump relay, but Merc does not. The Merc 4.3LX power to the fuel pump while running comes from the oil pressure switch (item 3)

    Think you may have a bad alignment tool since its hard for the drive to go on. Dimensions should be With the drive off, place your fingers on the gimbal bearing and rotate it, does it feel smooth?

    Don't have a motor serial number but being a 98 I'm assuming its a MEFI 3 ECM If that is the case you need a resistor 12V LED which can be had at places like radio shack. Find the DLC connector, then with it and a paper clip, turn key ON without starting and count the flashes

    Think your biggest issue is finding parts for the old design. Don't know if you have a 1 or 2 solenoid trim system so here is both. Unless your doing a restore for 100% accuracy, might thing about replacing the system with new design
