    Check the wiring. Those switches work well. I thought mine were bad but I didn’t have power. You push the top 2 switches together to raise it to the full tilt position. IF they are bad, you can find push buttons that will fit in that panel

    If it has an electric PTO then yes, it has a regulated system that puts out 10a or so much like an Outboard. Not all small engines have that good system. Some just use a few diodes with no regulator

    You can get a cheap scanner from Walmart that will show the data stream. A bi directional scanner will do more, if you have $300. A stumble can be many things. Fuel injectors being where I would look first

    A 383 would have a distributor. If what you are considering is an LS based engine. They are great but you need deep pockets to marinize them. Manifolds are around $1,200 and the marine starter isn’t cheap.. the conversions are getting common but almost all are nowhere near USCG compliance...
