You'll need to put it in a pressure or vacuum chamber to help get all the bubbles out. I use a pressure paint pot to cast epoxy stuff.

I don't believe epoxy impregnated carbon fiber would hold up very well to abrasion - at least any more than fiberglass when impregnated with epoxy.
I'd think you would want something metal, rubber, or plastic.

Assuming the points are good, with the points open, you will measure full battery voltage on the coil + wire due to there being no current dropping the voltage through the ballast resistor/wire.
With the points closed, you will see the battery voltage minus the voltage drop across the ballast...
