40 years ago, I used to use a Product called Ureabor, It was granular Soil Sterilant. It was basically 2 out of 3 Parts that make up Fertilizer, and it would really dry out/burn the Plants. It guaranteed a 1 yr Kill, but often it was good for 3 - 5 yrs

The Hour Meter is gets Power when the Ignition Circuit is energized. As mentioned above, the engine is likely running under those Conditions.
I guess, if you are really Bent about it, it could be wired in a way that it only gets power when the Alternator is spinning, or when there is Oil Pressure
You could try contacting a Merc Dealership, but I doubt the Part is available. Your best bet is just find another motor, in better Condition, and keep this one for parts.
Weren't you trying mix and match Power Trim Systems between this motor and a 44 inch 50hp?
The 4.3 is not going to be a Rocket, or a Speed Demon, in a 21 footer. To get a seriously better Hole Shot, you are gonna need to lower the Pitch to where you will be over revving the Motor, more than a bit, at WOT.

Propshaft and Driveshaft are two separate shafts. There are a Few Bearings on the Driveshaft, a few other items that can inhibit rotation
You are gonna have to drop the Gearcase to replace the Water Pump Impeller. Do that and see if the Crankshaft rotates
