    I always would slightly spread the split ring open to make sure it is holding the shims in place. If the split ring was first it would allow the shims to fall and get damaged while installing the driveshaft.

    The only other thing that can be the problem would be the flywheel ring gear has lost its tension on the flywheel. Very rare but it could be the problem. Remove the starter and check if the ring is loose.

    It appears that you have a Holley. If that is what you have then try this. 1.5 turns out from lightly seated with the idle mixture screws should idle correctly and with 1-1.5 turns on the idle stop screw. Any thing much more than these settings usually means it needs to be repaired.
