Neither was I TC two cycle W water 3 3rd generation oil
if it says it meets TCW3 isis good for water cooled engines yet some are better than others quality wise Wally mart oil was always smelly in my old Merc 500 ... Mercury oil wasalways better :-)

use proper oil !!! TCW3or TCW3 is it . :-) ... throw in a bottle of engine cleaner it wont hurt

battery is step#1 in the checking process...
.next comes cable crimps (loose oxydized)
next are engine side connections and full wiring checks
dead tilt and trim is frequently a bad fuse somewere maybe a bad ground B- batt to engine frame
next are voltage tests to see anything...
yes nonsense... if you do have some form of grounding strap & yes I have seen on other otboards magplate underside it would only serve to help the return of the HV spikes to the plugs themselves returning to refeerence ground on the frame. The mag plate grounded or not it never enough...

we have all been answering lots of questions concerns, theories, suspicions on a 4hp. No offense but it may be time for serious reading, utube watching if you realy want this simple 4hp to work for you. Maybe it is a lemon.
Oldys 1960s and up in the CD 5.5hp version use a standard tank....great motors . some go free 50$ 100$ if you look around.
if you need bigger and cheap... go AD 7.5 or QD 10hp or FD 15 hp... just look them up on utube.
apparently that piece is a grounding strip, so says...
??? what scales do you have I never saw a VOM that can't measure a few thousand ohms. ...any cheap analog 20$ meter will work for you.

7mm metallic strand core ...copper is best but metallic is metallic and 2 feet will just add 1-2 ohms at worst (won'T slow down 10,000+ volts to the plugs ..

you can get a digital meter with auto-ranging but see Poche document to understand the process process.
