    Do a compression test. Was the waterpump serviced recently? Does it make a difference if you pump the primer ball?

    If it does not have lube in it and has been sitting a while, the tranny fluid will help lube and clean it. That's why you let it sit a couple days. IF it had lube in it should be fine. BUT if the shift rod is stuck in the bushing, then tranny fluid can help lube it.

    The prop has to be moving to shift properly. Also take the lower unit to see if that frees up the shift handle. If it does the problem is in the gear case. Does the gear case have lube in it? If not fill it with tyranny fluid and let it sit a couple days.

    I believe the neutral safety switch only locks out the electric starter.

    With the key in the start position do you have 12 Volts on both small terminals? All wires and terminals are shiny clean? Including the ground?

    The fuel pump has no effect on starting the motor uses what is in the carb bowl already. If the fuel ball pumps up firm probably do not have a leak in the line.

    Try opening the low speed screw another 1/4 turn

    Turn the throttle as far as it will go right away. Don't adjust it little by little. If your motor is sitting for more than 10 minutes you may need to cold start it.

    I know, I know Your motor is more special than the other millions of them out there. Everything is different on your one motor so it requires a redesign, I get it.
