    You can swap the relays and see if it now runs in the other direction. Can't reverse the polarity on a DC motor with a single SPDT relay.

    Turning the shift boot? I'm saying take the cable off and move it in and out by hand Water coming into the boat or going out? Again, disconnect cable and try shifting manually. Should be K-Y smooth. That will tell us if it's the cable/drive or an adjustment problem. It shouldn't move at all...
