    usually they are lubed for life..... when they start to stick, its because they are wearing thru the inner sheath and its metal on metal. that is when they get replaced. normally cables last 15-20 years. yours are 30

    that is the part number of the intake manifold. the serial number of the motor will be riveted just above the starter boss or on the top of the spark arrestor (that you appeared to have whited out in the photo)

    the logo should be RF welded, usually by a company such as RF works, etc. as AD stated, some sort of vinyl adhesive. like that found in blow up toy patch kits.

    yes, that is how it works, however with a load on the cable, the cable can hang up. regarding the carb, just adjust the idle speed. leave the air/fuel adjustment alone. if the cable is pulling against the throttle, that will artificially set your idle different.
