Thems old top hat heads...if you took .015 off cc's only increased by maybe 2cc . Trash stablizer,set at 22° at WOT cranking and set idle where motor is happy close to 2°
Check your cranking voltage first...a dragging starter or weak battery will cause no fire problem as engine has to turn 300RPM or more to generate spark.
If in my shop this is what I would do:
1) Disconnect rectifier/reg
2) Disconnect VRO harness
3) Check pins again for voltage
There is nothing in that wiring that will keep ignition system from working.
