    Actually it is the exhaust cross over. There are exhaust gases passing through there and under the carb. Here's a 4.3 V6 version of the intake... And a pair 4.3 pre-Vortec cyl heads....that center opening between the intake ports is an exhaust passage....some of the exhaust gases are routed...

    In this pic you can see where they pried the drive off, that's probably what trashed the pivot housing (grey arrows) I'm sure it wasn't coming off any other way. I highlighted the areas in blue where the marine grease should be spread to keep the drive and pivot from seizing together.

    If you can that would be a good idea. They do make block off plates. Those old style manifold heated chokes do work fine as long as you keep the choke plate & linkage clean.
