    can the spark jump a 3/8" gap on a simple spark tester? if it doesn't cough on ether would suspect you don't have a strong enough spark. Rarley the coil but would ohm it out. You say you had spark at wires do you mean wires coming out of cap? Are you sure you are not loosing spark inside...

    is transom housing loose? When you say it leaks with drive in one position and not another that points to bellows. Where is the water coming in the engine compartment maybe get a scope camera to see exactly where on transom it is coming in.

    Not sure where you are getting the RPS from? On the carb I would buy a new Edlebrock 1409 take the jets and step up rods out of your old carb and put them in the new 1409 to set up it properly for a 4.3. By tune up kit what are you looking for a cap rotor and spark plugs?

    Unless you are in salt or very corrosive environment your steering cable will probably last longer. My boat is a 2004 still steers fine. My previous boat was 25 years old and worked fine.

    Take the belt off the pump and disconnect the steering cylinder from the steering arm. see how it works I have also had good luck with Lucas PS stop leak in an older vehicle. drastically cut my leaking down for a few years. Not a true fix by any stretch but helped for sure
