    to start out, you are going to need to pop the hood and inspect to see where it is coming from. good chance your fuel tank is pressuring up (not venting)during the hot days any leak in the fuel system will then be leaking fuel out because of the tank pressure

    looks to be neutral start switch. should be easy to test with an ohm meter when disconnected or voltmeter when hooked up and turning the key to start. should allow starter to engage only when in neutral

    are you saying the tilt and trim motor runs but does not operate the tilt and trim hydraulic system to lift the outboard motor? and are you talking about the screw(manual release) that Boscoe is talking about

    sounds like a blown head gasket or crack that lets combustion gases into the water jackets . leak down test with compressed air should indicate that

    you will need to look at the carb throttle plates to see if they are closed when this high idle happens. if they are closed when they should be at idle, then I would monitor the timing with a timing light. advanced timing could bring the idle up
