    Disconnect the ign killer wire at the switchboxes. On that motor, the ign killer wire is orange, salmon or perhaps black/yellow. The color kind of depends on what the replacement wiring harness has.

    What year is the motor? VRO narrows it down from mid -80s to most recent 2 cycle motor. If could be stator, powerpack or wiring. You might disconnect the black/yellow and black/orange wires at the powerpack and see if spark returns. That is of course, if you have those wires.

    If the steering rod is bent or mushroomed, it will jam in the tilt tube, as you are seeing. Since the cable is cut off and ruined, drive the steering rod out to port and grind it smaller or cut it off.

    A lot of those motors use battery voltage to the powerpack, when the engine is cranking, to generate spark. You might look for the red/yellow wire from the starter solenoid to the powerpack. Maybe it broke or got dirty.

    If you can see clear thru the fuel pickup tube, I am not sure what to suggest. Alternatively, sometimes the fuel pickup tubes unscrew from the elbow fitting, and there is a filter under the tube. Have you located the antisiphon valve? If not, that would be a good idea. They can clog.

    OK, if the A-V plate is 1.75" below the water when on plane, that is causing a lot of drag. Raise the motor 1.75" and see what happens.

    Have you tested for spark? That motor likely has a shift assist switch that kills spark to 1/2 the motor. It also has overheat sensors that kill spark. If either malfunction, spark is compromised.

    Check the fuel tank vent and the anti siphon valve in the fuel pickup tube. Some fuel tank pickup tubes have a filter that can clog. The A-S valves can clog. Fuel tank vents can clog as well. Were you using the water separator with the external tank? If not that needs to be checked for...

    A hair dryer has a red hot element. Although sparks are unlikely, it is still a possibility, and real bad if gasoline fumes are still present. A lot of shop vacuums use motor brushes. These always spark, so don't use them either.

    A resistance of 1.6MOhms will allow .0000075 amps flow. Not very much current and 9 hundred thousands of a watt. Virtually nothing. Since you are seeing 1MA (which is still nothing), either your ammeter is not accurate, or you have some very small short somewhere.

    After you remove the fule gauge sender, you will have a reasonable hole. You can use purple stuff cleaner, a swab, pressure washer, nuts/bolts/chains etc. What kind of debris are you trying to get rid of? Use some alcohol after you have all the water out to dry the tank.

    Thermostats do not last forever. Did you change it? Ditto water pump impeller. The other thing is the rusting/clogging of the risers/manifolds. Saltwater means you are due to change them.
