    When he says "ethanol damaged" carbs, I hope he means dirty carbs. When you first run gasoline + ethanol, it cleans the fuel system and this loosened dirt can get into the carbs if the filters are missing or damaged. After the first use of gas + ethanol, it has no effect on the carbs...

    usually 1/2 plywood is all you need. I would recommend you seal all the plywood surfaces with spar urethane or at least marine varnish. Polyester resin is better than both of those, but you may not have it around.

    Not sure what you want. Either the gauge is set to alarm at 2 feet, or the electronics are bad. The first test is to turn off the alarm off. The OEM web 'site may have a manual. If that doesn't work, and the gauge works correctly otherwise, kill the buzzer and see how it goes.

    If the thermo valve is not closing after warm up, or the vacuum hose to it is leaking, the idle RPM would be high.

    It sounds like you are on the right track. The carb model of that year looks to have std carbs on it. Each carb will have a idle mixture screw for each barrel. There should be carb kits both OEM and after market on the web.

    Some of those motors have a thermo valve, which allows extra air to raise revs. You might see if it is working. Trace some vacuum lines to the head.

    Those Mercruiser PTT systems have a trim limit switch. They are open to the water, and therefore rot out. So repair the switch, if even possible, get used to using the trailer button to trim up, or wire the trailer button to the trim up switch...your choice.
