    Yes-----It is always a carburetor issue.-----Carburetor might be full of oil.

    Are throttle plates moving , yes or no ?----Are throttle and shift cables hooked up correctly ?-----Or perhaps there is an issue inside the control box.

    The trouble shooting starts with a compression test.------Timing on these motors does not go out of adjustment.

    NO----If you lined up the flywheel key the timing will be correct.------You are pushing the key in and holding it in while cranking it over ?

    Disconnect some hoses.-----7 screws hold the power head on.-----Lift it off so you can take the 2 nuts off the SHIFT ROD.----Not really a difficult job.

    The control box first shifts the motor into gear.-----Then moving the lever more the engine gets more throttle applied.-----Raising the natural ( spelling ) lever is only for starting and warm up.

    Stop.--------Idle timing is the point where throttle plate opens.------You only set MAXIMUM timing advance.-----Make no adjustment on timing unless you read the procedure and understand it.-------Trouble shooting starts with a compression test.-----Post your numbers.

    If you heat the bearing housing ( boiling water ) you may be able to tap the bearing out.

    The VRO pump is clearly visible.-----But it is up to the owner to determine if it is in service or bypassed.----Perhaps have a shop check it out.----Or run with 50:1 in your fuel tank and see if oil level goes down in the oil tank !!

    Compression should be around 140 +-----Myself I would not hesitate to remove cylinder head to inspect cylinder walls.-----Does spark jump a gap of 7/16" on a test device , yes or no ?----How did you check the flywheel key ?-----Did you remove flywheel ?----Check timing pointer for top cylinder ?

    The primer hose and orifice in the nipple are too small to allow fuel to " roar " into this motor.---------Good luck with this motor.
