    The electric primer valve ( what you call the choke ) puts fuel directly into the engine.----This fuel bypasses the metering circuits in the carburetors.----This would make the carburetors suspect.

    Victoria BC did the same 30 years ago.----I believe they have a sewage treatment plant now.-----I understand that for many years that the city of NEW YORK put all garbage in bottom opening barges.----Dumped garbage miles off shore.----How many tons a day would that be ?

    Check flywheel key too as it controls the timing.-----And no you can not find a sheared key with a timing light !

    Often they stick open when first opened after 15 years.-----Drop in boiling water and observe.----Cool it off and make sure it closes.-----Repeat 10 times.
