    Now we are getting somewhere.--But the 1980 model was a 7.5 HP !-----The proper identification helps.----Maybe the shifter pin fell out of the propshaft when you were not looking.

    I tested my boat one time.-----115 HP.------19" pitch prop ---54 miles / hr and 5800 RPM.-----21" pitch ---54 miles / hr and 5400 RPM.----23" pitch ----54 miles / hr and 4800 RPM.-----Boat speed was the same.----All testing done one after the other.

    Evinrude 28hp overheating

    A common mistake when testing in a bucket is not enough water.----Water must be 6 or 8" above the pump.----Thermostat has nothing to do with the tell tale.

    Some will argue.-----Throw the oil injection unit away.----Your little tachometer is way off.---Not even close to reading correctly.

    It likely has an older lower unit installed with the clutch dog for shifting.---Sorry difficult to help if we do not know what you have here.

    Step #1 ----It is an absolute MUST DO. to remove that oil injection unit and heave it over the fence into the land fill.-----Your tachometer shows 2800 but that is totally wrong !!

    Facts first.----Compression test values must be posted.----And does spark jump a gap of 3/8" ( 1cm ) on both leads ?----Water pump impeller replaced ?----Is throttle plate properly adjusted ?----If throttle plate opens too early you will have sneezing.

    Sorry ---I can not see your motor or the parts.---Did you find 4 drive balls in this lower unit , yes or no ?

    That left the factory with those drive balls.---Are all 4 in the right place ?----Shift pin in place the right way ?---Or is there an older gearcase with clutch dog installed?

    Oil/Petrol Mixture Evinrude 25hp 1985 ??

    Oil and lubrication on 2 strokes is not well understood.-----That 1985 model 25 HP will run fine on 50:1 mix.----Will last more hrs on 40:1 mix.----And no a little more oil in the fuel will not foul the plugs on a motor in good condition.

    Retiring a 1985 motor is not that bad.------Wait till folks start looking for parts for 2000 to 2005 model years.-----All because of broken plastic / electronic parts that are expensive or listed as NLA.

    We have to explain it time and time again.----There is not enough water in your test bucket.----And there are too many exhaust bubbles in the water !!----Test cooling with it on a boat floating in the water.

    The 2 steps to start with are a compression test , post the numbers.---Then check for strong spark on each lead.-----How did it run for you last year ?

    This motor has breaker points !----When the key is fully sheared there will not be any spark.

    The cost of labor might shock you.----Many of those motor are just in excellent shape if used as a fishing motor.-----I would rather use one of these than any " full of plastic and electronics " new motors.

    It likely had water in it and froze.----So take it apart for full inspection of gears , shafts and bushings.---May need a seal kit too.

    Oil has nothing to do with changing the water pump impeller !-----Just remove the lower unit.----Install a new impeller.----Put the lower unit back on.----A golden rule of getting ---" a new to you motor " is to install a new impeller !----Again there is no need to drain or worry about the gear...
