    Yes there are ways to use the electric choke carburetor on a manual start motor..----Just need to use a manual primer as found on many Johnson / Evinrude motors.

    What does---"crank good "---mean to you?----Turning over with starter engaged ?---Starting up without stalling?------Sorry the term " crank good " means different things depending on the local dialect I think.

    Well---$375 is about $300 too much.----But they quote these jobs because some folks have no idea how much work it is.----And at $375 they likely would repair it / finish it to perfection / prime it and do a factory match on the paint.-----I would get that repaired for case of 24 cold...

    Too far away for me to help.---You need a starter ( best option ) from say 1965 33 HP to 1970 33 HP.----Or 1965 40 HP to about a 1970 40 HP.
