You did mention it but it didn't sound correct, so wanted to clarify. Testing continuity across a disconnected wire isn't testing for a short. In addition, if your tach is working then the signal wire isn't broken.
Wouldn't hurt to disconnect, but the HEI ignition doesn't use a traditional coil where grounding that wire would kill spark. I think we're getting way into the weeds here. OP problem is still probably fuel related. If the timing is +/- 5 or 10 degrees at idle it will probably idle fine
Are you having a short to power or a short to ground? How are you testing that? What's your tach doing? I wouldn't think a short to ground on that wire would do much. Your tach wouldn't work. The module is just sending out a signal to the tach, it gets the rpm from the distributor.
I'd be surprised if it's the coil. Low resistance measurements are tough to measure accurately esp if you don't have an awesome meter with known precision and accuracy. If you are getting a good spark then you're ignition is essentially working. The only thing would be if it's setting the timing...
So leaking between the seal and the bushing? Not sure if the Gen 2 is the same as Gen 1. I absolutely destroyed everything trying to remove on mine, it was in there.

I bought some Turkish towels on Amazon, sewed a couple of pockets on the corners (to fit over the seat corners) put a couple of snaps on them and the seats. Work great, look pretty good, much nicer to sit on than the vinyl when wet or on a hot day

One other thing with the greases--they aren't all compatible with each other. I've done a deep dive on this in the past but forget the specifics. Fwiw my conclusion was that the Walmart marine grease and multi duty complex grease were the ones to use. I follow @Bondo recs on when to use what...
Also, in general your timing is just set at idle. Only reason to check at 2800 is if you think your module isn't advancing and is faulty. Probably not necessary in your case.
Did you check timing? It will affect everything...
Low vacuum can be due to timing being off or engine running rich. Like AD said, look for fuel dripping down your venturis. Jet size shouldn't affect idle.
As an aside, haven't looked into why you can't resurface a dm clutch? Guessing either it can't mount correctly with all the extra stuff on it, or that the springs make it do bad things when spinning
