Best to pull the vinyl off and see what you have. 1/2 plywood is easily replaced, and can be made as well as the original.

Gauges need ground, power and some kind of sender. Power and ground are common to all gauges, If more than one malfunctions, suspect power and/or ground. Likely all gauges are powered by one small amp rated fuse.

That motor likely feeds +12VDC to the powerpack when the starter is cranking. After the ign key is set to run, the ign power is all from the stator.
You might start by testing for +12VDC at the power pack when cranking, as she may not start without this auxiliary power.
That motor will have 2 zerk fittings on the distributor rotation linkage. Have they been lubed?
If the distributor won't rotate (make sure it isn't against the stop), likely something solid got into the rotation sleeve. I have never seen this, so it is a guess, likely a SWAG.

Show us a picture of the transom, especially where the antiventilation plate falls in relation to the bottom of the hull. What is the height of the transom? I would expect a 20" transom.
