    Ayuh,..... There should Not be a primer bulb on an I/O application,.... Use a remote tank of fresh clean gas hooked to the fuel pump to verify that yer tank is the problem,.....

    Ayuh,..... Back when I had a sunbrella converible top on my ole tin fishin' barge, I tried various canvas waterproofers,.... Most all of 'em relied on spray silicone as the active agent,..... So,.... I'd go to my local Napa, 'n buy 100% silicone spray at 'bout 1/2 the price of the canvas...

    Ayuh,..... Welcome Aboard,...... Which 4 cylinder,..?? Volvo used one of their own, as well as the GM 4 banger,.... Start at the fuel tank, 'n clean yer way to the carb to find the fuel restriction,.... The vent hose goes to the carb, or the flame arrester, donno which in yer case,....
