    there usually is silicone between the cap and the hull before you get ready to glue the carpet down, do a few test drills. your fiberglass boat is half wood and foam covered in fiberglass. my guess is your wood transom and the stringers are rotten (as with 99% of all fiberglass boats from 1988)

    if you didnt run it out of fuel, you have a leak in your fuel system allowing it to draw air.

    Other way around. Each successive layer of tabbing is 2-3" wider in both directions. So your first strip is 6" wide, you next is 12", etc
