    The PB blaster ( or other potions ) can not get parts the sealing surface at the bolt head !----Now if you drill a 1/8th hole from the side you might get the potion to the threads.

    When I pick up older motors like that , they come apart for full inspection BEFORE spending any coins on parts.---Powerhead and lower unit.-----There is usually something wrong internally !----Easy to drill out broken bolts on a drill press.----Should be easy to find replacement parts for these...

    First thing I would do is load test the battery.-----Then take starter apart for inspection and ohm test on armature.----Also test function of the enricher.----And post the actual compression values here.

    ??----You take thing apart.----Inspect.----Order / replace what is needed.----That is the way I have done this work for many years.

    can you remove the top drain plug screw from a lower unit and re instal it with a new washer ?

    ????-----Are you checking if there is 50% water in it , yes or no ?

    I can not see or touch your motor !----The red lever should be inline with the valve body for normal operation.----If I saw 90 PSI here with my gauge the cylinder head would be off in a matter of minutes !

    ????----There are TWO grommets in there !----One for each poppit valve.----One shown in the picture for clarity.----And quantity 2 required in the part listing.

    Make sure the cover is clean and FLAT.----All aluminum castings warp with time.

    Also replace the 2 rubber grommets in there.---A very thin coat of a gasket sealer ( Permatex ) is all that is required.----Many folks use way too much.-----Dry is better than RTV oozing out.

    A " brand new " looking sparkplug means ----No fuel.--Too much fuel.-----No spark ----or no compression.
