There isn't anyway to adjust timing with motor running. The motor is brought to TDC on #1 cylinder and dizzy is set in place. If the motor was not exactly at TDC then the timing is off
If the things are grounded in other locations so long as they go back to battery ground, it should work without the buss on the fuse block
The switches look ok so long as switch on the right showing a black wire does NOT go to ground, but something that needs power

Fuel over pressure might cause a miss due to excess fuel, but would more expect a backfire
Have you checked timing?
If timing is good I would suggest a compression test

I find typical VP crap, they don't tell you what is in the pump assembly
Next search for vp fuel pumps and find the one which fits
Wood is moist (wet) it will start to rot. Could inject some antifreeze to stop rot, but I think it needs to be replaced
The finished transom should be 2 to 2.25 inch.If it's wider then 2.25 then the wood has expanded from the water
I've always used treated pine and thru bolt with galvanized hardware. Stainless steel staples for carpet. The wood rots away usually before the hardware
Yes, IF they are in fact going to/from same battery and are actually Pos and Neg and no one has put the wrong color wire on the wrong terminal at the Bat
