    Without the model of your motor, all I can do is guess this motor has carburetors and you talk about a choke for cold starting. sounds like your carburetors need cleaning. Pilot/ low speeds jets/passage have a problem

    I did something similar to the exhaust plate on my C40. But used JB weld marine putty. You need to use a file to make sure the sealing surfaces are flat and in line with the rest of the surface. hard to do with the power head bolted on the motor, not much room.

    where did you get the tanks from? if they were rigged for a different brand of outboard the fuel line may not fit that tank connector

    Key switch would be the 1st thing I would be checking. Something is getting power in start position, but not in run position. But it never hurts to monitor fuel rail pressure, spark, and injector firing to see what is missing to narrow down what to be looking for.

    I would think it would work just fine, but who am I to say. any 12 volt start relay/ solenoid that can carry high current should work. maybe someone put something in there that was not original, so the numbers do not match up.

    inspect the plugs to see if any cylinder is running different than the others. as said if you did not find any parts of the impellor missing to plug up cooling passages, I would drop the lower unit and run some Rydlyme marine descaler thru the motor for a couple of hours to see if that helps.
