    You are sure the manual tilt locks ( dog ears) are not jamming the trim bracket? The were connected when new, but usually rust out and separate. If that is not it, run the trim up a bit and then switch to down immediately.

    Pull the cowling off and push the throttle all the way forward. See if the carb open. If not, you have a MerControl or cable issue. If the carbs open all the way, and thee motor doesn't rev up, you have an engine issue.
