    Portable tank or built in tank? Separate vent (next to filler) or vented cap? If vented cap, you simply overfilled the tank

    The issue isnt your solenoid. if you dont see any contact arcing (spark as you call it), either you have no power on the feed side, or the motor is shot. either way, no current is flowing

    First make sure the motor is at the right height. Too low and it plows, too high and it ventilates. A pontoon sure could use a powered jack plate as the prop height changes so much with load

    White oak is rot resistant. Old timers wood preservative and spar varnish will keep it preserved

    It's a scuff plate for outboards that get removed frequently. I would get a piece of 1/4" white oak plywood
