    Many folks do not know how to measure shaft length.-----If it is more than 60 HP a short shaft is rare !!----Post the model # of this 4 stroke.

    There are 5 bleed inserts.----Found when removing transfer port covers.----Not found on the bottom cylinder.----Tiny nylon inserts.----Often have gone missing.-----It should not be hard to set low speed mixture screws.

    Checked for missing bleed inserts ??---Low speed MIXTURE screws are to be adjusted with boat in the water and idling in gear.----Adjust ( rich ) till bogging goes away.

    Looks like a carburetor off a 6 hp to me.----A 1979 or older 6 hp motor.----Recoil rope is too short as well.

    That does not look like a 1982 model 7.5 HP carburetor.----Model # of your motor ?

    Did you replace water pump impeller ?------Perhaps the lower crankshaft seal is leaking.

    The plug ( lower ? ) shown in post # 1 is not fouled in my opinion.----Do some trouble shooting.

    The plug is NOT fouling.----Do a compression check.---Check valve clearance.--Check operation of fuel injectors ?

    One plug looks normal.----The one clean plug looks like there is no spark !----Time to do some testing.

    The compression is excellent !----I believe better than a new motor.----Is your gauge accurate ?

    If it runs " great " , then why do you feel you need to adjust stuff.----Best to replace water pump impeller.----Test overheat horn.----Post compression test numbers and record them for future reference.

    Does lower unit shift to FORWARD with an up motion of the shift rod , yes or no ?-----Why do you feel you have to change the shift rod ?

    Leaking head cover gasket would not allow water to go into a cylinder.

    According to the parts book the primer valve appeared in 1983 on the 70 HP.----Something is unique to your motor.---Wrong ID plate or powerhead was replaced.
