    The forward gear has a bushing and I suppose you could get it new one machined.----Reverse rides on a needle bearing in the propshaft housing.----Curious on the reason for your question.----Do you have this gearcase apart now?

    There is a high speed jet ( orifice ) in the very bottom of the float bowl.----Is it the correct size and clean ??----Is the nozzle gasket in place ??

    Everything reported on this motor indicates that it should start right up and run like a charm.----So something / information is missing.----Are you holding the key in while cranking it over with the starter ?-----Battery fully charged and load tested ?
