    Test run with another tank and hose.

    Remove those odd bits on the end of the steering cable.----Then see if it can be fitted to steer the same amount each way.

    There was a fellow in the GTA area that used to be a Chrysler / Force go to type.----Name was Joe.----Not sure if he still has the inventory.----These guys get older and sometimes pack-up.

    Look above where motor hangs on the transom.----Should be a plate there !

    Both set of breaker points must be clean, clean.

    Maybe the top carburetor is flooding?----Does manual fuel pump go hard ?----Most motors will rev up on a hose and that test means nothing at all.

    Those serial # plates do not fall off these motors.----Make some effort to find it , likely coated with grime !

    Part # of the sierra points ?----I know the factory part # for the 69 as I used to install 2 or 3 sets a week back in 68 / 69 / 70 at Johnson dealer.----Run with a timing light and see if spark fails when it dies.------This issue should not be hard to figure out I think.
