    Need a motor serial number? Being a 99 and pump not priming its probably a MPI Get a voltmeter and see if your getting power to the key red/purple wire Turn key to ON and see if the purple wire gets power Then with key ON check for power at the coil

    The hp pump should show 50 to 60 psi and being at 50 is acceptable. Going quickly down to zero when pump shuts off is not good. It can go down slowly but should not do it fast. Pump should be rock steady and not fluctuate. Just a guess but pump appears to be leaking internally

    I think you need more hp, but only thing to do is go to a 10 or 9 pitch prop. Most likely a 9P, but still don't think it will do much with a tube.

    With things moving look at electrical. Remove the wires on the starter and clean them up shinny metal. Measure the voltage at the coil and see what it does during cranking and while running. Use a spark gap gauge and connect to coil

    Go back thru your adjustments, things like the 4 turn is after lightly pulling of the cable and its at the bottom of the notch to start with

    Start by checking for 12V at the coil when cranking next filing the points and make sure they open and close as the rotor turns. If no spark after this, replace the points and condenser

    Does the V belt sit slightly above all pulleys, not even or lower then top ? Edit: and what style belt? you said ribbed edit, edit should be serpentine

    Rotate the pulleys (idler, tension, alternator, water pump) and try to feel if there is any roughness. Is it a belt squeal or pulley?

    Remove hoses come from the raw water pump to crossover, cap and install a gauge and schrader valve. Take hoses going to exhaust, remove and plug. It should be able to hold 10 to 20 psi same as a car, just split the difference and use 15

    Sounds like down (green) is using the solenoid when it should be the up (Blue). Down requires less power so it comes direct from the switches. The solenoid is used for up when current is higher
