    What motor ?-----Does spark jump a gap of at least 5/16" ( 8 mm ) on a test device ?

    Drill out the plug.----Remove screen.------Tap for a pipe plug.----Install new / repaired screen.-----Install plug.

    They built a lot of those 48 SPL motors.-----I can not believe you could not find new / used parts to keep it running.----What parts were deemed to be " hard to find " on it ??

    Is the gauge in fact aluminum or the cast iron sleeve.-----If aluminum then a product called ----LUMIWELD-----Might be used for the repair.

    gear oil drain plug alternative to slotted screw driver?

    You might find that the Evinrude / Johnson drain plug is the same.--Will fit if Mercruiser uses 3/8-NC thread.---I have seen those hex allen ones stripped as well.

    There are better more reliable motors out there.----Takes time to find a good one.------Yes it is acceptable to bore one cylinder.

    Very valid point.------The older 2 strokes are easy to trouble shoot.----Repair / rebuild.-----The 4 strokes are great when they run.----Start when you look at the key !!--Expensive to repair if you can find a shop with the right mechanics.

    Remove quadrant gear and Stern leg is stuck in down position

    Need to use more force to raise the drive.----Sounds like it is jammed by those 2 pins at the bottom.

    Some simple trouble shooting must be done by you.-----No one here can see , feel or hear your motor.----I say it is running on 2 of 3 cylinders.

    The 3 cylinder 65 / 70 HP is not high on my " good motor " list.------Remove bypass cover and look at piston / rings.

    Thoughts on an Evinrude 28SPL

    The 28 SPL is the same as the 25 / 30 HP motors that were marketed for many years.------They do have the older ( easier to repair ) midsection and lower unit used in the early 1980's.-----Nothing wrong with this design------You need to maintain and operate it properly.
