    There should be no need to do any grinding on these parts.-----If coils look good and you did the points then there should be spark.----Often I see folks confused when working on this simple magneto.

    Your best plan is too pressure test the lower unit seals.-----Test running a motor in a bucket often results in sludge leaking around the prop.

    Remove plate on top of flywheel allows you to inspect coils.----Or remove the flywheel.------Inspect magneto.-----Coils may be old and cracked.----Or breaker points may need cleaning and adjusted to 0.020"

    Is there a part # for the prop ?----And the diameter of prop is the first # ---The pitch is the second #-----So 13 X 11 seems wrong for your motor.

    If you can see where the shift rod goes it might help to put a big shamfer of the end of the shift rod to help in re-alignment.

    Have you drained the oil to be able to see where / how the shift rod fits down there ?----And you are aware that the follower pin is pushed by a strong spring ?

    Was there any water in the gear oil in the fall ?------Lower units can be pressure tested to find leaks.------But this type of leakage is normal on 2 strokes.

    I suggest a visit to a shop.----It can be difficult to explain simple 12 volt circuits.----I can not recall seeing a red solenoid coming out of the factory.----Experimenting can lead to expensive mistakes.

    Is there a black wire going to one side of the solenoid.-----Or where does that black wire come from ?

    At home.-----Drain carburetors.-----Have your assistant turn prop by hand and give it full throttle.------Turn key on.-----Use a remote starter switch at the solenoid.----Crank and check timing.
