    If cyl 1 and 2 have noticeably weaker spark than cyl 3 then that sounds like a good place to start. It takes higher voltage to jump the spark inside a cylinder under a lot of pressure (compression stroke) so a spark that looks weak outside the cylinder may very well be too weak to spark inside...

    Just to be clear; if you want to use the motor and E-10 is all you can get, go ahead and use it, it's not going to harm the motor. Just don't let the ethanol gas get old or sit in the motor, that's where you're going to run into trouble.

    Use ethanol free fuel, make sure the carburetor is drained empty if it's going to sit more than a week or so. Fuel stabilizer like Stabil is fine but not required. The key takeaway is ethanol gas is the devil for boat motors. The ethanol absorbs moisture from the air and turns to acidic goo.

    Is that engine carbureted or fuel injected? You mentioned both so it's not clear. If it's carbureted, I wouldn't do anything more before cleaning the carburetor and making sure the float is working properly.
