    No the Vro is separate from that. The VRO is a mechanical pump. Which way is the red lever on the primer facing.

    Is it on? Yes the VRO is an oil pump and fuel pump combined. What way is the red lever on the primer pointed?

    Mix Acetone and ATF together and use that. Have you tried tapping on the head with a hammer and wooden dowel?

    Stop what you are doing. Spray those with penetrating oil.

    Looks like the top of the carb has a primer on it. Make sure it is working.

    Check all the connections make sure they are shiny Brite. Also check the neutral safety switch.

    Well the tank says it's quicksilver. So I amguessing it is a Mercury fitting.

    Put up a pic of the front of the motor. Specially the steering bracket.
