does it work ? try running it with a good cleaner like Merc Power tune or Evinrude engine cleaner. some folks like Seafoam some don't
tried a different pressure meter seems the short ones are better compared to the long hose attached meters
no expert on ficht but I suffered years of "start up" code 38 NO OIL on my 75 ETEC (2005)
all fixed up by a BRP upgrade on the pump and sotfware load .
if you visit the ETEC owners board and search CODE 38 tons of info...
compare old points rub arm length with the new points not certain but I seem to recall some points have short rub arm ans some are longer
make certain you have the proper part # for your engine model
much like the 9.5hp it is just a mechanical stop has describded by optsy.
fine tune the needle ... lower the speed to just about shut-off turn the knob to stop any further travel which would stop the motor.
kill it with the stop button
strangely this set up worked for years ??? is the green on the red BAT + wire on the Regulator the same as the green on the Bat - ground post

well... E=R x I E/I=R so 12v/10amps = value R value of 1.2 ohms or...less to blow that fuse
start ohming out the load on the 12 volt distribution side of the blown fuse measuring with Bat. ground
if equal or less than 1.2 ohms begin disconnecting loads along the...

I doubt new trim assembly would help if the motors do not turn up or down on their own by applying Bat & Grd on blue and green wires to the motors. better find out why first.
at least do a measurement of OHMs on the motor side. IF open look for broken wires or.... motor likely...
can't explain the carb needle shut issue
but are you tiller and engine side gears aligned properly tooth 1 to tooth 1 sound like linkage is messed up
at tiller SLOW the cam and cam follower should be at minimum contact then START the cam follower should just start to line...
